As of January 1, 2008 a new law will affect 50% of all N.C. homes. N.C. House Bill 688, passed into law on June 29, 2006, requires anyone who inspects and provides reports on the condition of septic systems to be certified by the N.C.O.W.C.I.C.B. (State’s Certification Board)
Anyone falsely impersonating a certified inspector could be charged with a Class II misdemeanor. The mandate requires certified inspectors to confirm installation of systems according to Health Department operating permits and to verify (observe and report) operation.
What does this mean for Realtors?
After Jan 1, 2008, anyone requesting septic inspections will need the services of a certified inspector. The new law will require septic inspections to be more technical and invasive to meet new board requirements. As a result, expectations of service will change. Cost and time to complete these inspections will vary according to the design of the system and may be as involved as an entire home inspection.
Requests by mortgage and insurance companies for septic system inspections are increasing and will also require certified inspector services
Access to certified inspectors will initially be limited. Additional footwork for agents to order needed inspections will be reduced by using a certified (for septic systems) home inspector who can perform both the home and the septic system inspection.
